Is there a prohibition of prohibition and a prohibition of recommendation?

Machine translationRead the Arabic original
The fifth question of Fatwa number (8241)
Q 5: The hadith of the Prophet (peace and blessings be upon him):
So when I command you to do anything, do it as much as it lies in your power and when I forbid you to do anything, then abandon it.ما أمرتكم بشيء فأتوا منه ما استطعتم، وما نهيتكم عن شيء انتهوا
Sahih Muslim 1337
Is it true that there is a prohibition of prohibition, a prohibition of honor, a prohibition of sanctification, and a prohibition of recommendation and others? For example, the hadith of the Messenger of Allah in (Sahih al-Jami') which states:
Narrated `Ali: the Prophet (ﷺ) forbade the use of Ad-Dubba' and Al Muzaffat. A'mash also narrated this.نهى النبي صلى الله عليه وسلم عن تسريح الشعر كل يوم
Sahih al-Bukhari 5594
Is this for prohibition, or for recommendation, or how is it?

A 5: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions... And to proceed: The original ruling for a prohibition, when it is free from the contextual indicators that divert it from its original meaning, is prohibition. There is no such thing as a prohibition of recommendation. However, if there is an indicator that diverts it from prohibition to dislike, then it is a prohibition of disliking (tanzihi). As for the hadith you mentioned, its meaning is correct, and its wording is in al-Tirmidhi from 'Abdullah ibn Mughaffal (may Allah be pleased with him), who said:
God’s messenger forbade combing the hair except every second dayنهى رسول الله صلى الله عليه وسلم عن الترجل إلا غبًّا
Mishkat al-Masabih 4448
And he said: It is a good and authentic hadith. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
