The Shaykh : Yes, first, we should say that the wisdom is the prohibition of the Prophet (peace and blessings be upon him). Indeed, the mere legal ruling is itself a wisdom. Allah (Mighty and Majestic) said:
It is not for a believing man or a believing woman, when Allah and His Messenger have decided a matter, that they should [thereafter] have any choice about their affair وما كان لمؤمن ولا مؤمنة إذا قضى الله ورسوله أمرا أن يكون لهم الخيرة من أمرهم
[Al-Ahzab 33:36]
. And when the Mother of the Believers, Aisha (may Allah be pleased with her), was asked, she said: "What is the matter that a menstruating woman makes up the fast but does not make up the prayer?" She said:
That happened to us, and we were ordered to make up for the fast, but were not ordered to make up for the prayer. كان يصيبنا ذلك فنؤمر بقضاء الصوم ولا نأمر بقضاء الصلاة

So, a person is prohibited from seeking out prayer [at these times] so that he does not go too far until he prays at the rising and at the setting.
As for the middle of the day, the Prophet (peace and blessings be upon him) informed us that the wisdom behind that is that the fire is kindled at this time. Yes.
