The second question of Fatwa No. ( 6395 ):
Q2: In Surat al-Isra, verse number (58), Allah the Exalted said:[Al-Isra 17:58] , does Allah mean by the verse the previous nations, or the current time, or every village in all times?
A2: The verse encompasses those who came before and those who will come after, among those who commit what necessitates destruction. So the meaning—may Allah know best—is: "And there is no village but We will destroy it before the Day of Resurrection, or punish it with a severe punishment." This is clarified by His saying:[Al-Isra 17:15] , and His saying: [Al-Anbya 21:11] verses, and His saying after reporting the destruction of some of the previous wrongdoers: [Hud 11:83] . And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
Q2: In Surat al-Isra, verse number (58), Allah the Exalted said:
And there is no city but that We will destroy it before the Day of Resurrection or punish it with a severe punishment. That has ever been in the Register inscribed.
A2: The verse encompasses those who came before and those who will come after, among those who commit what necessitates destruction. So the meaning—may Allah know best—is: "And there is no village but We will destroy it before the Day of Resurrection, or punish it with a severe punishment." This is clarified by His saying:
And never would We punish until We sent a messenger.
And how many a city which was unjust have We shattered
And Allah 's punishment is not from the wrongdoers [very] far.
