The first question of Fatwa No. ( 9490 ):
Q1: One day during the midday prayer, the congregation was in the mosque, and there was a person reading in the front row of the mosque. Suddenly, another person approached him, prayed two rak'ahs as the greeting of the mosque, then said the closing salam and wanted to greet and shake hands with the person who was reading the Quran. He extended his hand to shake his hand, but the person reading the Quran extended his right hand over his left upper arm and did not look at the one who wanted to greet him, nor did he stop his reading from the mushaf. Within half a minute, the person reading the Quran spoke in the mosque in a loud voice: "It is not permissible to greet
and shake hands with someone who is reading the Quran in the mosque or outside the mosque," and he repeated this many times. We ask your Eminence to kindly answer this question and respond to us as quickly as possible after the repetition, and to kindly announce this in the media; so that some may be certain not to err by permitting what is forbidden or forbidding what is lawful. May Allah preserve you.

A1: It is permissible for the Quran reciter to initiate the greeting, and he must return the greeting; because no legal evidence has been established for prohibiting this, and the original ruling is the generality of the evidence regarding the prescription of initiating the greeting and returning it to whoever greets, until evidence is established that specifies this. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
