The fourth question of fatwa number ( 3204 ):
Q4: Is it permissible for a person to recite from memory while in a state of major ritual impurity, or to perform dry ablution with clean earth?
A4: The majority of scholars hold that: it is not permissible for a Muslim to recite the Qur'an while in a state of major ritual impurity, even from memory, without touching the mushaf; based on what was narrated by Ahmad and the compilers of the Sunan from 'Ali (may Allah be pleased with him), from the Prophet (peace and blessings be upon him):
That nothing prevented him from the Qur'an except major ritual impurityأنه كان لا يحجزه شيء عن القرآن إلاَّ الجنابة
, said al-Hafiz Ibn Hajar :
Its chain of narration is good. If he does not find water or is unable to use it due to illness, he performs dry ablution with clean earth. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
