Fatwa number ( 3713 ):
Q: Please give us the ruling on a menstruating woman touching the Mushaf and reciting from it, and also on her entering the mosque, and whether it is permissible for her to sit in it or not?
A: First: It is not permissible for a menstruating woman to touch the mushaf according to the majority of scholars; because of the saying of Allah the Exalted:[Al-Waqi'ah 56:79], and because of the saying of the Prophet (peace and blessings be upon him) in the book of 'Amr ibn Hazm : Muwatta Malik 15:1. As for a menstruating woman or a woman with post-natal bleeding reciting the Qur'an without touching the mushaf, there is nothing wrong with it according to the more correct of the two opinions of the scholars; because nothing has been established from the Prophet (peace and blessings be upon him) that prevents that. Second: It is not permissible for a menstruating woman or a woman in a state of major ritual impurity to sit in the mosque or to remain in it according to the majority of jurists; because of the saying of 'A'ishah (may Allah be pleased with her): narrated by Abu Dawud, and the hadith is general in the prohibition
The sitting in the mosque for a menstruating woman and a person in a state of major ritual impurity, and their passing through it, is prohibited, but it was specified by the saying of Allah the Exalted:[An-Nisa 4:43] , which means: O you who believe, do not approach the places of prayer - that is, the mosques - while you are intoxicated until you become sober from your intoxication, and do not approach them while you are in a state of major ritual impurity until you perform the full ritual bath from that impurity, except if your entering them is for the purpose of passing through, in which case there is no harm. The ruling for a menstruating woman is the same as that for a person in a state of major ritual impurity in this regard. And what indicates this exception is also: what was narrated by Sa'id ibn Mansur in his Sunan from Jabir ibn 'Abdullah (may Allah be pleased with them both) that: , and what was narrated by Ibn al-Mundhir from Zayd ibn Aslam who said: The Companions of the Messenger of Allah (peace and blessings be upon him) would walk in the mosque while in a state of major ritual impurity. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

None touch it except the purified.
لاَ يَمَسُّهُ إِلا الْمُطَهَّرُونَno-one should touch the Qur'an unless he was pure
لا يمس القرآن إلاَّ طاهرThe Messenger of Allah (peace and blessings be upon him) came and found the facades of the houses of his Companions facing the mosque, so he said: Turn these houses away from the mosque. Then the Messenger of Allah (peace and blessings be upon him) entered, and the people did nothing, hoping that a dispensation would be revealed for them. So he came out to them and said: Turn these houses away from the mosque, for I do not permit the mosque for a menstruating woman or a person in a state of major ritual impurity
The sitting in the mosque for a menstruating woman and a person in a state of major ritual impurity, and their passing through it, is prohibited, but it was specified by the saying of Allah the Exalted:
O you who have believed, do not approach prayer while you are intoxicated until you know what you are saying or in a state of janabah, except those passing through [a place of prayer], until you have washed [your whole body]
One of us would pass through the mosque while in a state of major ritual impurity
