The fourth question of the fatwa numbered ( 9407 ):
Q4: You find some people who do not practice anything of Islam, they do not read the Qur'an, rather they do not know a single verse from it, they do not pray and do not pay zakah, and they insult the religion and the Messenger (peace and blessings be upon him), rather they insult Allah twenty times a day, and yet they tell you: I am a Muslim, the son of a Muslim, and they testify that there is no god but Allah and that Muhammad is the Messenger of Allah. Is it permissible for us to eat from their slaughter , even though most people in our society are of this type?
A4 : First : Abandoning prayer out of denial of its obligation is disbelief by consensus, and abandoning it out of negligence and laziness is disbelief according to the stronger of the scholars' opinions.
Second: Insulting Allah and His Messenger and insulting the religion is major shirk and apostasy from Islam, so he is given the opportunity to repent, and if the one who said it repents, otherwise it is obligatory for the one in authority to kill him; due to the saying of the Prophet (peace and blessings be upon him):
Whoever changes his religion, execute him.من بدل دينه فاقتلوه

narrated by al-Bukhari in his Sahih. Third: It is not permissible to eat the slaughter of an apostate until he repents, so if he repents with a sincere repentance, his slaughter that he performs after the repentance becomes lawful, and likewise the slaughter of other disbelievers other than the People of the Book, even if he testifies that there is no god but Allah and that Muhammad is the Messenger of Allah; because it does not benefit the one who says it when he comes with a nullifier of the nullifiers of Islam by the consensus of the scholars of the Muslims. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
