Question:
The listener, Musa Karim al-Aswad, from the Arab Republic of Egypt, sent a question saying: What is the expiation for insulting the religion?
May Allah protect us and you from that.

Answer:
Insulting the religion, for which killing is obligatory, is a great apostasy, a severe apostasy. So whoever insults the religion and that is established against him, he must be killed in defense of the religion of Allah, and to protect it from the insults of the insulters and the atheism of the atheists.
If it is established before the legitimate ruler, he must rule that he be killed out of jealousy for Allah and zeal for His religion, and his repentance is not accepted in the legal ruling. As for what is between him and Allah, if he is sincere, his repentance is accepted by Allah if he repents with a sincere repentance.
As for the Shari'ah ruling, it is not accepted; rather, he must be killed if it is established before the judge by Shari'ah evidence that he insulted the religion clearly, or insulted the Messenger (peace and blessings be upon him), then he is killed as a killer for apostasy.

Especially regarding insulting Allah and His Messenger.
As for if he repents between himself and Allah and feels remorse between himself and Allah, that is up to Allah . But if he repents before we are able to overpower him, if he repents and turns back to Allah before we are able to overpower him, it is not permissible to kill him at that time. If he comes to us repentant, remorseful, and seeking forgiveness, saying: such and such occurred from me, then he is not killed. As for his repentance after he has been seized and after the proof has been established against him, and the evidence against him has become clear, it is not accepted. Rather, he must be killed if it is established before the legitimate ruler that he insulted the religion or insulted the Messenger (peace and blessings be upon him). He is killed and ruled to be an apostate, and his repentance is not accepted after he has been overpowered, as Allah the Exalted said regarding those who wage war against Allah and His Messenger:
Except for those who return [repenting] before you apprehend them. And know that Allah is Forgiving and Merciful.إِلَّا الَّذِينَ تَابُوا مِنْ قَبْلِ أَنْ تَقْدِرُوا عَلَيْهِمْ فَاعْلَمُوا أَنَّ اللَّهَ غَفُورٌ رَحِيمٌ
[Al-Ma'idah: 34]. The beginning of the verse says, Glorified and Exalted is He:
(33) Indeed, the penalty for those who wage war against Allah and His Messenger and strive upon earth [to cause] corruption is none but that they be killed or crucified or that their hands and feet be cut off from opposite sides or that they be exiled from the land. That is for them a disgrace in this world; and for them in the Hereafter is a great punishment, (34) Except for those who return [repenting] before you apprehend them. And know that Allah is Forgiving and Merciful.إِنَّمَا جَزَاءُ الَّذِينَ يُحَارِبُونَ اللَّهَ وَرَسُولَهُ وَيَسْعَوْنَ فِي الأَرْضِ فَسَادًا أَنْ يُقَتَّلُوا أَوْ يُصَلَّبُوا أَوْ تُقَطَّعَ أَيْدِيهِمْ وَأَرْجُلُهُمْ مِنْ خِلافٍ أَوْ يُنفَوْا مِنَ الأَرْضِ ذَلِكَ لَهُمْ خِزْيٌ فِي الدُّنيَا وَلَهُمْ فِي الآخِرَةِ عَذَابٌ عَظِيمٌ ۝ إِلَّا الَّذِينَ تَابُوا مِنْ قَبْلِ أَنْ تَقْدِرُوا عَلَيْهِمْ فَاعْلَمُوا أَنَّ اللَّهَ غَفُورٌ رَحِيمٌ
[Al-Ma'idah: 34].
The one who insults the religion or insults the Messenger (peace and blessings be upon him) is among the greatest of people in waging war against Allah and His Messenger, and among the greatest of people in causing corruption on earth. So his repentance is not accepted after power is gained over him. Rather, the ruling of Allah must be executed upon him, which is killing, so that people do not dare to insult the religion or insult the Messenger (peace and blessings be upon him).
Abu al-Abbas, Shaykh al-Islam Ibn Taymiyyah (may Allah have mercy on him), authored a great book in this meaning, titled: The Drawn Sword Against the One Who Insults the Messenger (may Allah's prayers and peace be upon him). He mentioned the evidence in that, and the words of the people of knowledge, and the ruling on the one who insults Allah and His Messenger. It should be referred to, for it is very beneficial. Yes.

The Shaykh: We conclude that whoever insults Allah and His Messenger, then power is gained over him, and the proof is established against him, then the Shari'ah judge rules with his apostasy and his killing. As for if he repents before that, before we know, and comes to us repentant, regretful, informing of his repentance, then the correct view is that his repentance is accepted, and praise be to Allah. Yes.
