The fifth question of Fatwa No. ( 5966 ):
Q5: When do we designate a specific individual by name and identity as a taghut?
A5: When he calls to shirk (associating partners with Allah), or to the worship of himself, or claims knowledge of the unseen, or rules by other than what Allah has revealed intentionally, or similar matters. And Ibn al-Qayyim (may Allah have mercy on him) said: "Taghut is everything by which a servant transgresses his limit, whether it is an object of worship, a leader to be followed, or an authority to be obeyed." And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
