The fourth question of Fatwa No. ( 6361 ):
Q4: What is the ruling on supplicating against a ruler who does not judge by what Allah has revealed?
A4: You should supplicate for him to be guided and granted success, and that Allah should bring about the reform of his subjects through his hands, so that he judges between them by the Shari'ah of Allah. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
