The third question of Fatwa No. ( 6356 ):


Q3: Whatis the ruling of the religion regarding two groups of Muslims, the first of whom possesses wealth without accountability, while the other group does not even know, for example, what form the wealth takes, when they are in dire need of it?
A3: Allah the Exalted said:
Do they distribute the mercy of your Lord? It is We who have apportioned among them their livelihood in the life of this world and have raised some of them above others in degrees [of rank] that they may make use of one another for service. But the mercy of your Lord is better than whatever they accumulate.أَهُمْ يَقْسِمُونَ رَحْمَةَ رَبِّكَ نَحْنُ قَسَمْنَا بَيْنَهُمْ مَعِيشَتَهُمْ فِي الْحَيَاةِ الدُّنْيَا وَرَفَعْنَا بَعْضَهُمْ فَوْقَ بَعْضٍ دَرَجَاتٍ لِيَتَّخِذَ بَعْضُهُمْ بَعْضًا سُخْرِيًّا وَرَحْمَةُ رَبِّكَ خَيْرٌ مِمَّا يَجْمَعُونَ
[Az-Zukhruf 43:32]
But if the rich person earns his wealth through permissible means and discharges the rights of Allah and the rights of people in it, he is grateful for Allah’s blessing in what He has given him, worthy of Allah’s mercy and an increase of His favor. Otherwise, he is ungrateful for Allah’s blessing, an oppressor who deserves punishment from Allah. Allah the Exalted said:
And [remember] when your Lord proclaimed, 'If you are grateful, I will surely increase you [in favor]; but if you deny, indeed, My punishment is severe.' "وَإِذْ تَأَذَّنَ رَبُّكُمْ لَئِنْ شَكَرْتُمْ لأَزِيدَنَّكُمْ وَلَئِنْ كَفَرْتُمْ إِنَّ عَذَابِي لَشَدِيدٌ
[Ibrahim 14:7]

And as for the one who is not given a share of wealth due to his inability to earn it, or because Allah the Exalted did not prepare the means for him as a trial and test, out of His wisdom and justice, it is obligatory for him to be patient, to seek reward from Allah, and to take the permissible means to earn a living to the extent of his ability. He has been granted a right in the wealth of the rich through zakah and other means. It is the duty of those in authority to support him and give him what satisfies his need, out of mercy for him, fulfillment of the duty of brotherhood, and gratitude for Allah’s blessing. Allah is more merciful to His servants than they are to themselves. And as for the one who is poor due to his laziness and idleness in earning a living, relying on the surplus of people’s wealth and the scraps from their tables, he has wronged himself and humiliated himself by standing humbly at the doors of the rich. He has contradicted the Shari'ah of his Lord, which encourages earning and self-dignity, and warns against idleness and the loss of face. Your Lord does not wrong anyone; rather, He is a just Judge, gentle with His servants, All-Knowing and All-Aware, directing all affairs by His will and wisdom:
Say, "O Allah, Owner of Sovereignty, You give sovereignty to whom You will and You take sovereignty away from whom You will. You honor whom You will and You humble whom You will. In Your hand is [all] good. Indeed, You are over all things competent.قُلِ اللَّهُمَّ مَالِكَ الْمُلْكِ تُؤْتِي الْمُلْكَ مَنْ تَشَاءُ وَتَنْـزِعُ الْمُلْكَ مِمَّنْ تَشَاءُ وَتُعِزُّ مَنْ تَشَاءُ وَتُذِلُّ مَنْ تَشَاءُ بِيَدِكَ الْخَيْرُ إِنَّكَ عَلَى كُلِّ شَيْءٍ قَدِيرٌ
[Ali 'Imran 3:26]
. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
