The fourth question of Fatwa No. ( 9879 ):
Q4: What is the ruling on circumambulating the shrines of the awliya, or slaughtering for the dead or making vows, and who is the wali in the ruling of Islam, and is it permissible
to seek supplication from the awliya, whether they are alive or dead?

A4: Slaughtering for the dead or making vows for them is major shirk. The wali is the one who allies himself with Allah through obedience, doing what he is commanded to do and leaving what he is forbidden from doing by the Shari'ah, even if no karamahs appear through his hand. It is not permissible to seek supplication from the awliya or anyone else after death, but it is permissible to seek it from the righteous who are alive. It is not permissible to circumambulate graves; rather, it is exclusive to the Sacred Ka'bah . Whoever circumambulates it intending thereby to draw near to its people, that is major shirk. If he intends thereby to draw near to Allah, it is a reprehensible bid'ah. Indeed, graves are not to be circumambulated, nor is prayer to be performed at them, even if one intends the face of Allah. And Allah is the wali of success. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
