The second question of Fatwa No. ( 4162 ):
Q2: A scholar from among the righteous scholars came to us and said: The awliya (close friends of Allah) fulfill the needs of people when they ask them for help without asking Allah, and he cited the saying of the Messenger (peace and blessings be upon him): .
A2: Seeking the help of the living, present, and capable in what they are able to do is permissible, such as when a person seeks the help of another by asking him to lend him money, or seeks his help through his hand or his status with a ruler to obtain a right or remove an injustice. Seeking the help of the dead is shirk (associating partners with Allah), and seeking the help of the living who are absent is also shirk; because they are not able to fulfill what is asked of them, due to the generality of His saying
the Exalted:[Al-Jinn 72:18] and His saying (Glorified and Exalted is He): [Yunus 10:106] and His saying (Mighty and Majestic): [Fatir 35:13-14] and there are many verses in this meaning, and Allah is the One to be sought for help. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

Indeed, Allah has servants to whom people turn in their needs, and they are the ones who will be safe on the Day of Resurrection
إن لله عبادًا يفزع الناس إليهم في حوائجهم هم الآمنون يوم القيامةA2: Seeking the help of the living, present, and capable in what they are able to do is permissible, such as when a person seeks the help of another by asking him to lend him money, or seeks his help through his hand or his status with a ruler to obtain a right or remove an injustice. Seeking the help of the dead is shirk (associating partners with Allah), and seeking the help of the living who are absent is also shirk; because they are not able to fulfill what is asked of them, due to the generality of His saying

And [He revealed] that the masjids are for Allah, so do not invoke with Allah anyone.
وَأَنَّ الْمَسَاجِدَ لِلَّهِ فَلا تَدْعُوا مَعَ اللَّهِ أَحَدًاAnd do not invoke besides Allah that which neither benefits you nor harms you, for if you did, then indeed you would be of the wrongdoers.'"
وَلاَ تَدْعُ مِنْ دُونِ اللَّهِ مَا لاَ يَنْفَعُكَ وَلاَ يَضُرُّكَ فَإِنْ فَعَلْتَ فَإِنَّكَ إِذًا مِنَ الظَّالِمِينَThat is Allah, your Lord; to Him belongs sovereignty. And those whom you invoke other than Him do not possess [as much as] the membrane of a date seed. (14) If you invoke them, they do not hear your supplication; and if they heard, they would not respond to you. And on the Day of Resurrection they will deny your association. And none can inform you like [one] Acquainted [with all matters].
ذَلِكُمُ اللَّهُ رَبُّكُمْ لَهُ الْمُلْكُ وَالَّذِينَ تَدْعُونَ مِنْ دُونِهِ مَا يَمْلِكُونَ مِنْ قِطْمِيرٍ (13) إِنْ تَدْعُوهُمْ لاَ يَسْمَعُوا دُعَاءَكُمْ وَلَوْ سَمِعُوا مَا اسْتَجَابُوا لَكُمْ وَيَوْمَ الْقِيَامَةِ يَكْفُرُونَ بِشِرْكِكُمْ وَلاَ يُنَبِّئُكَ مِثْلُ خَبِيرٍ
