The second question of Fatwa No. ( 8141 ):
Q2: Is the dhikr of "La ilaha illa Allah, Muhammad rasul Allah" prescribed with this addition, and what is the ruling on persisting in this dhikr with this wording?
A2: The testimony of the oneness of Allah the Exalted and of the messengership of His Messenger (peace and blessings be upon him)
is an individual obligation; a person is not a Muslim except by it. The dhikr of "La ilaha illa Allah" alone has a great reward; because the Shari'ah encourages dhikr with it, and because it is the best of what the Prophet (peace and blessings be upon him) and the prophets before him said. As for adopting this phrase ("La ilaha illa Allah, Muhammad rasul Allah") as a response to be recited and persisted in, the Shari'ah has not prescribed it. All good lies in sufficing in one's actions with what is established by the Shari'ah, and being content with it in dhikr, along with increasing the sending of blessings upon the Prophet (peace and blessings be upon him) at all times. And success is from Allah. And may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
