The second question of Fatwa No. ( 6756 ):
Q2: Is the hadith "Laulak laulak ma khalaqt al-aflak" (If not for you, if not for you, I would not have created the heavens) fabricated or weak?
A2: Al-'Ajiluni mentioned it in [Kashf al-Khafa wa Muzil al-Ilbas 'amma Ash'tahara min al-Ahadith 'ala Alsinat al-Nas] (Unveiling the Obscure and Removing the Confusion Regarding the Hadiths Popular Among People) and said: Al-Sighani said: It is fabricated. Then he said: And I say: But its meaning is correct, even if it is not a hadith. We say: Rather, it is invalid in both wording and meaning; for Allah the Exalted created the creation only to be worshipped, as He the Exalted said:
And I did not create the jinn and mankind except to worship Me.وَمَا خَلَقْتُ الْجِنَّ وَالْإِنْسَ إِلاَّ لِيَعْبُدُونِ
[Adh-Dhariyat 51:56]
And no hadith has been established from the Prophet (peace and blessings be upon him) indicating that the creation was created for his sake, whether the heavens or any other of the created things. Muhammad ibn Ali al-Shawkani mentioned it in [al-Fawa'id al-Majmu'ah fi al-Ahadith al-Mawdu'ah] (The Collected Benefits Regarding Fabricated Hadiths) and said: Al-Sighani said: It is fabricated. And what indicates this is the saying of Allah the Exalted:
It is Allah who has created seven heavens and of the earth, the like of them. [His] command descends among them so you may know that Allah is over all things competent and that Allah has encompassed all things in knowledge.اللَّهُ الَّذِي خَلَقَ سَبْعَ سَمَاوَاتٍ وَمِنَ الأَرْضِ مِثْلَهُنَّ يَتَنَـزَّلُ الأَمْرُ بَيْنَهُنَّ لِتَعْلَمُوا أَنَّ اللَّهَ عَلَى كُلِّ شَيْءٍ قَدِيرٌ وَأَنَّ اللَّهَ قَدْ أَحَاطَ بِكُلِّ شَيْءٍ عِلْمًا
[At-Talaq 65:12]
. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
