Fatwa number ( 43 ):
Q1: Some people hold that it is obligatory to send salutations upon the Prophet (peace and blessings be upon him) once, and that thereafter it remains recommended?

A1: Sending prayers and salutations upon the Prophet (peace and blessings be upon him) is obligatory; because Allah the Exalted commanded it in His saying:
O you who have believed, ask [Allah to confer] blessing upon him and ask [Allah to grant him] peace.يَا أَيُّهَا الَّذِينَ آمَنُوا صَلُّوا عَلَيْهِ وَسَلِّمُوا تَسْلِيمًا
[Al-Ahzab 33:56]
, and the default ruling of a command is obligation. Since the command in the verse does not indicate repetition, its obligation is once in a lifetime, and repeating them is recommended; due to the hadiths that encourage it, except in the places where the hadiths indicate their obligation there.
