Slaughtering the expiation in Makkah

Question: I performed Hajj and fulfilled the obligatory Hajj completely, but I am Egyptian and returned to Iraq, and I have an expiation to pay. Is it permissible to slaughter the expiation in Iraq or in Egypt, given that I did not enter Egypt until after the blessed 'Id al-Adha? Please inform us about this, may you be rewarded.

Answer: It is not permissible to slaughter the expiation except in Makkah, because Makkah is the place for slaughtering the sacrificial animal, so all the boundaries of the Haram are a place for slaughtering the sacrificial animal, by His saying regarding the sacrificial animal:
For you the animals marked for sacrifice are benefits for a specified term; then their place of sacrifice is at the ancient House.لَكُمْ فِيهَا مَنَافِعُ إِلَى أَجَلٍ مُسَمًّى ثُمَّ مَحِلُّهَا إِلَى الْبَيْتِ الْعَتِيقِ
[Al-Hajj: 33] ,and His saying, the Exalted:
while the offering was prevented from reaching its place of sacrificeوَالْهَدْيَ مَعْكُوفًا أَنْ يَبْلُغَ مَحِلَّهُ
[Al-Fath: 25] ,So the place of the sacrificial animal and the place of slaughtering the sacrificial animal: which is the Noble Haram, and it is distributed to the poor of the Haram if it is a blood for making up a defect or an expiation for a flaw that occurred in the Hajj.
And if it is a blood for Tamattu' or Qiran, he slaughters it in the Haram and eats from it, and gives charity, and there is no harm in carrying some of it to his country.
As for the sacrificial animal for making up a defect, this is distributed to the poor of the Haram, and he does not eat anything from it.

Question: By the grace of Allah and His success, I performed 'Umrah, having entered the state of ihram for it from Yalamlam, and I was coming from the south of the Kingdom. After spending a week in the Blessed Makkah, I set out to visit the Prophet's Mosque (peace and blessings be upon him) in Madinah. When I returned, I entered the state of ihram from Abwa' 'Ali on my way to Makkah, and I performed another 'Umrah. Is this second 'Umrah valid, given that the period between the two 'Umrahs does not exceed ten days? Please inform us, may Allah reward you, and guide your steps.

Answer: There is no harm in what you did of repeating 'Umrah, even if it was in a close time, because when you came from Madinah heading to Makkah and passed the miqat, an opportunity presented itself for you to perform 'Umrah. And to avoid the disagreement among the scholars, some of whom obligate one who passes the miqat while intending to go to Makkah not to pass it without entering ihram, you took the more cautious side, and you also benefited from this precious opportunity, so you entered ihram for 'Umrah, and this is an increase in good, for which you will be rewarded, if Allah wills. And your action is a good thing, and repeating 'Umrah in such a case has no blame, because it came for a valid reason, because when you intended to enter Makkah and passed the miqat, it is recommended for you to enter ihram for 'Umrah, and you did so, and praise be to Allah.

Question: But since he entered ihram from Abwa' 'Ali, knowing that he was originally coming from the south of the Kingdom, does this not affect it?

Answer: When he returned from Madinah to Makkah, he enters ihram from the miqat of the people of Madinah, because he takes the ruling of the people of Madinah, by his saying (peace and blessings be upon him) when he specified these miqats, he said:
They are for them, and for whoever passes by them, or comes to them from other than their people.هن لهن ولمن مر عليهن، أو أتى عليهن من غير أهلهن
, so he takes
the ruling of the people of the region from which he came.
