The seventh question of Fatwa No. ( 4250 ):


Q7: What is the role of the trustworthy Muslim who lives in a pre-Islamic age of ignorance (jahiliyyah) where there are no scholars or Islamic movements, and who is unable to compare between these groups so that he may follow those who agree with the Book and the Sunnah? What is his role, given this inability, while he lives among wolves?
A7: A Muslim should learn from the matters of his religion what will give him clarity regarding the religion, and he should call people to good to the best of his ability. He is not obligated to do what he is unable to do, due to the general evidence of the Shari'ah's ease, including the saying of Allah the Exalted:
Allah does not intend to make difficulty for youمَا يُرِيدُ اللَّهُ لِيَجْعَلَ عَلَيْكُمْ مِنْ حَرَجٍ
[Al-Ma'idah 5:6]
, and His saying, the Exalted:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[At-Taghabun 64:16]
It is obligatory for him to cooperate with the scholars who are closest to good. If he does not find any, it is obligatory for him to migrate to a country where there are people with whom he can cooperate in knowing his religion and establishing its rites, as far as he is able to do so. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
