The Shaykh : I think the answer to something like this has already been given. They should invite scholars from various countries and consult them, in order to fulfill what was mentioned earlier regarding the obligation of cooperation and benefiting from the various countries. Because in reality, we want it to be an Islamic state in the comprehensive, general sense, and we do not want it to be merely an Afghan regional state. And for this hope to be realized, it cannot be achieved except by seeking the help of scholars, especially those who are Arabs, because they are usually more knowledgeable about Islam, since this Islam was revealed in the language of the Qur'an. As it is said: "The people of Makkah know its valleys best." Therefore, the Arab scholars are those whom our Afghan brothers must seek help from to realize this precious hope, which is the establishment of a general, comprehensive Islamic Muslim state, which we hope will be the seed for the entire Muslim Ummah to be under its Islamic banner.
