The Status and Ruling of Those to Whom the Correct Islamic Call Has Not Reached

Machine translationRead the Arabic original
The Shaykh : I am actually saying something that, to the best of my knowledge, I have not heard anyone say today:
I believe that among the Muslims today in the lands of Islam—let alone the lands of disbelief like Europe, America, the North Pole, and the South Pole—there are people to whom the call has not reached. What is the reason?
Now, let us not go far. Let us take Muslims in Syria or in Egypt, or here. But in Egypt, unfortunately, the acts of shirk (associating partners with Allah) and idolatry at the shrines of al-Husayn, Sayyida Zaynab, al-Badawi, al-Saltawi, and so on, are doing their work. The scholars of al-Azhar see it with their own eyes, and they are of two groups:
One group knows that this is shirk (associating partners with Allah) and misguidance, yet they remain silent and quiet.
And another group says: No, there is no shirk (associating partners with Allah) in this; this is tawassul (seeking nearness to Allah through a means), tawassul (seeking nearness to Allah through a means) to Allah, and so on.
Have the call reached these common people who circumambulate around these figures, slaughter animals, and make vows, and so on?
The call has not reached them. The call has not reached them at all, even though we live in the Ummah of Muhammad (peace and blessings be upon him). So what do we say about those who embrace Islam in the West because an Islamic phenomenon appeared to them, which seized their hearts and drew them to Islam, so they believed in it? But they are still drinking khamr (intoxicants), they may commit zina (unlawful sexual intercourse), they may display their adornment if they are women, and so on. Why?
Because they have not yet learned or known the rulings of Islam. There is a verse in the Qur'an, and an incident occurred in the time of 'Umar ibn al-Khattab (may Allah be pleased with him): "A group of the Companions were far from Madinah on a military expedition. They drank khamr (intoxicants) and became intoxicated. The governor there wrote to him that so-and-so and so-and-so had drunk khamr (intoxicants). He ordered him to bring them to him. He asked them...", and they brought the verse. Help me remember it!
The student: The verse about khamr (intoxicants)?

The Shaykh : Not the one about its prohibition!
The student: No, it is
So avoid it فاجتنبوه
meaning carry it on your backs, so avoid it. They understood that it means carrying!
The student: And there are many benefits in it?

The Shaykh : No, there is a verse that indicates the permissibility of these forbidden things, while the other verses are merciful. The verse is absent from my mind!
The student:
And do not approach prayer while you are intoxicated ولا تقربوا الصلاة وأنتم تسكارى
in prayer!

The Shaykh : No, no. The important thing is that they argued with this verse. Perhaps it is:
Say, "I do not find within that which was revealed to me [anything] forbidden to one who would eat it unless it be قل لا أجد فيما أوحي إليه محرماً على طاعم يطعمه إلا أن يكون
[Al-An'am 6:145]
!
The student: Carrion.

The Shaykh : This is the verse.
The student: It does not mention khamr (intoxicants), does it?

The Shaykh : Yes.
The student: Shed blood or the flesh of a pig!

The Shaykh : This is the verse.
The student: Yes, indeed.

The Shaykh : They argued with this verse, so our master 'Umar excused them, because the verses prohibiting khamr (intoxicants) had not reached them.
So now I am saying: These were Companions to whom the verse prohibiting khamr (intoxicants) had not reached. So what do we say about these disbelievers who enter Islam while still holding onto their old misguidance regarding some of the legal rulings? These people are not called criminals or open sinners, or so on, unless the proof is established against them.
Therefore, the issue of da'wah (calling others to Islam) and understanding the texts of the Shari'ah (Islamic sacred law) in a way that they correspond to one another and do not contradict or conflict is a very important matter. This man referred to denied this hadith:
Verily my father and your father are in the Fire. إن أبي وأباك في النار
Sahih Muslim 203
, because he claimed that everyone who was before the Messenger (peace and blessings be upon him) was from the people of al-fatra (the period of ignorance), meaning: the call had not reached them. Therefore, my question was: What makes you think that these people are among those to whom the call had not reached?
Mere unbridled emotions. How can the father of the Messenger be in the Fire!
Allah is the Greatest!!!
