So if a person does not hold that view and travels with people who shorten the prayer, does he complete the prayer, or is he considered to be opposing the congregation?

The Shaykh : There is no harm in completing the prayer. Since the issue is a matter of scholarly disagreement, and he holds that shortening the prayer is not permissible for him, he should pray behind the imam who shortens the prayer. When the imam finishes his prayer, he should stand and perform two rak'ahs. In this case, if the one who holds that shortening the prayer is not permissible is the one who recites for the people, he should be their imam. And if he is their imam, it is obligatory for everyone to complete the prayer, because if a traveler prays behind an imam who completes the prayer, he must complete it. Yes.
