Otherwise, if I say about myself that it is not obligatory for me because there are others who do it, and another person says the same as I said about myself, and so on, then the individual ruling becomes suspended due to this hesitation from one person to another. But the general mobilization requires the Muslim community to move from all their countries to one country. Food cannot be provided for them there, let alone weapons, let alone the organization, which is very essential in overcoming the enemy, especially the enemy who is expert in knowing the methods of fighting and modern war today. But the legal ruling must remain as it is, as the jurists said: if an Islamic country is invaded, it is obligatory for everyone to mobilize to liberate that country. If a group from them rises and the country is liberated, praise be to Allah, that is what we hope for. If it is not sufficient and they go, for example, as martyrs in the path of Allah, then the reinforcements must continue until Allah (Blessed and Exalted is He) grants victory. As for knowledge, seeking knowledge is never an excuse for me. So everyone who is able to do jihad must do it, except in very narrow circumstances, as I gave an example to clarify, not intended for its own sake.
