In what is watered by the rain, the rate is one-tenth فيما سَقَتِ السماءُ العشر

Can we take the generality of this hadith as Abu Hanifa did, or are there hadiths that specify it? It is not permissible to take the generality of this hadith because there are authentic hadiths that specify it and negate the generality derived from this hadith. The Messenger (peace be upon him) says:
No sadaqa (zakat) is payable on less than five wasqs of (dates or grains) ليس فيما دون خمسة أوسُقٍ صدقة
Sahih Muslim 979a
If the grain produced by the land reaches five camel loads, charity is obligatory on it; otherwise, there is no charity. This is the position of the majority and the position required by the science of legal principles regarding the reconciliation between the general and the specific. Here he says:
In what the sky waters, one-tenth فيما سقت السماء العشر
Sahih Ibn Khuzaymah 6:64
whether it is little or much, but there he says
