The questioner : Shaykh. Is it permissible to combine prayers in severe cold and to repeat this, especially in the midday and afternoon prayers?

The Shaykh : By Allah, this depends on whether the severe cold includes wind that stings people and harms them? If so, then combining is permissible. The evidence for this is the hadith of Ibn 'Abbas (may Allah be pleased with him and his father), who said:
The Prophet (peace and blessings be upon him and his family) combined prayers in Madinah without fear or rain. جمع النبي صلى الله عليه وعلى آله وسلم في المدينة من غير خوف ولا مطر
They asked him: What was his intention in doing that? Meaning: Why did he do this? He said:
he (the Holy Prophet) wanted that his Ummah should not be put to (unnecessary) hardship. أراد أن لا يحرِّج أمته
Sahih Muslim 706b
. This indicates that whenever hardship is found, combining is permissible. Yes.
