A woman does not need to combine because of rain and cold, because she does not leave her house, unlike men who leave their houses to go to the mosques. It is difficult for them in severe cold with strong wind to return to the mosque. Therefore, if a person prays in his house, like a woman, a sick person, or the like, they do not combine because of rain or because of the cold that permits combining.
