The questioner : Shaykh, is it permissible to combine prayers in severe cold and to repeat this, especially for the midday and afternoon prayers?

The Shaykh : By Allah, this depends on whether there is wind in this severe cold that stings and harms people. If so, then combining is permissible. The evidence for this is the hadith of Ibn 'Abbas (may Allah be pleased with him and his father), who said:
The Prophet (peace and blessings be upon him and his family) combined prayers in Madinah without fear or rain. They asked him: What was his intention in doing that? جمع النبي صلى الله عليه وعلى آله وسلم في المدينة من غير خوف ولا مطر قالوا له : ما أراد إلى ذلك ؟
meaning, why did he do this? He said:
He intended not to cause hardship for his Ummah. أراد ألا يحرج أمته
This indicates that whenever hardship is found, combining is permissible. Yes.
