The questioner : I have two sons and I intend to travel with them to perform the obligatory Hajj. But when I inquired with one of the tour groups, they requested large sums of money, with our costs potentially reaching around twenty thousand riyals. My income is limited. So does the obligation of Hajj fall off their shoulders until they can afford this amount?

The Shaykh : Yes. Yes, indeed. I say: If the understanding of the regulation is that a person must contract with a tour group from his country until he returns, and this costs him what he cannot afford, then Hajj is not obligatory upon him, because he is not able to perform it. But in my opinion, people have misunderstood. The government said this—may Allah know best—intending that a person should be affiliated with a tour group specifically in the sacred sites, because Mina is now entirely taken up by these new tents. So where do people stay? That is the problem. What appears to me, may Allah know best, is that the government, may Allah guide them, intends affiliation with a tour group in the Hajj sites, not from your home until you return to them. Yes.
