The questioner : May Allah reward you. Because the one who repeats 'Umrah intends to draw near to Allah, so he does it as an act of worship and devotion to Him. And whoever performs an act of worship or devotion that the Shari'ah has not brought, what is he? An innovator.
So if someone says: Did not the Prophet (peace and blessings be upon him) say:
An Umra is an expiation for the sins committed between it and the next العمرة إلى العمرة كفارة لما بينهما

He entered it on the twentieth and remained for 10 days or 9 days of the month, plus a similar number of days from Shawwal, because Ibn 'Abbas says he stayed for nineteen days. Despite his love for 'Umrah, he did not go out to Tan'im to perform 'Umrah. And in 'Umrat al-Qada', how long did he stay? And if time is tight, we say today in the morning for me, and ... during the day for my mother, and the next morning for my father, and the next evening for my grandfather? And we have not known that any of the Companions performed 'Umrah or Hajj for anyone except in the obligatory case for a dead person or one who is unable. As for voluntary, one lies in his country on his women's beds and in his shop, and someone comes to perform 'Umrah or Hajj for him. Where is the worship? Worship must be from the worshipper himself, so that his heart is affected by the worship and he feels closeness to Allah (Mighty and Majestic). Or I will perform Hajj for you, or I will perform 'Umrah for you. Do you find the man there in his country feeling that he performed the rites? Feeling closeness to Allah? Never. And for this, some scholars said: It is not permissible for one to act as a substitute for another in voluntary Hajj, but only in obligatory Hajj or obligatory 'Umrah for one who is dead or what? Unable, with an inability that is not expected to end, like an old person. And the people's rushing to this is strange.
And among the wonders, my brothers, is the ignorance of the Muslims, which I ask Allah to lift from them and guide them to knowledge, that many people strive for voluntary 'Umrah, and perhaps they do not pray the prayer except after its time, or they do not pray at all except when they come to Makkah. Where is the religion? Where is Islam? Where is the knowledge? Where is the understanding? My brother, this is voluntary. Perhaps the person there is a student of knowledge who benefits people with his knowledge, teaches them, and the people need him. Then he comes to perform voluntary 'Umrah, even though seeking knowledge and teaching knowledge is better than voluntary 'Umrah.
Imam Ahmad (may Allah have mercy on him) said: "Knowledge is not matched by anything for one whose intention is sincere. They said: How is the intention sincere? He said: He intends to remove ignorance from himself and from others."
So, my brothers, learn the limits of Allah and follow the Sunnah of the Messenger (peace and blessings be upon him).
I, by Allah, if I knew that in my going out to Tan'im and bringing 'Umrah there is a reward from Allah (Mighty and Majestic) better than my staying here, I would do it. But I know that it is not a Sunnah. Until 'Ata ibn Abi Rabah, 'Ata ibn Abi Rabah was an imam in Makkah, until the Caliph in his time said: No one among the people should issue a fatwa in Hajj except 'Ata, because he is knowledgeable about the rites. He said: "These who go out to Tan'im to bring 'Umrah, I do not know if they are rewarded or blamed." Meaning, are they rewarded or blamed?
So the issue is not light. We must worship Allah with insight and knowledge, following the guidance of the Messenger (peace and blessings be upon him). And I have told you and others many times that I saw a man performing Sa'y between al-Safa and al-Marwah, and he had shaved half of his head lengthwise, a complete white shave, and the hair was black, colored. So I held him and said: My brother, what is this? This is Qa' (shaving patches). And Qa' is forbidden. He said to me: The shaved part is for yesterday's 'Umrah, and the rest is for today's 'Umrah.
