The questioner : The questioner:The questioner : He says: A man has wealth, and a lunar year has passed over it, and zakah became obligatory upon him. Due to circumstances, he delayed paying the zakah, and at the same time, all his money was spent to pay off an urgent debt of his father, and nothing remained from which to pay the zakah; does the obligation to pay the zakah remain obligatory upon him, or is it obligatory?

The Shaykh : As for me, the obligation remains in his liability; this is a matter of no doubt. However, he should have prioritized the right of Allah over the rights of creation, as it came in the hadith:
So the debt due to Allah is the one which most deserves to be paid. فدين الله أحقُّ أن يقضى

. But since the situation has occurred and his money was spent as mentioned in the question to pay his father's debt, the zakah that is obligatory upon him remains a debt in his liability, and it does not drop off from him until his last breath in his life.
