A man has wealth and a lunar year has passed over it; is zakah obligatory on him?

Machine translationRead the Arabic original
The questioner :
He asksThe questioner : He says: A man has wealth, and a lunar year has passed over it, so zakah became obligatory on him. Due to circumstances, he delayed paying the zakah. At the same time, all his wealth was spent to pay off an unexpected debt for his father, so he has nothing left to pay the zakah. Does the obligation to pay the zakah remain on him?

The Shaykh:
As for the fact that the obligation remains in his liability, there is no doubt about that. However, he should have prioritized the right of Allah over the rights of creation, as stated in
the hadith: "The debt of Allah is more deserving of being paid." But if the situation has occurred and his wealth is gone, as mentioned in the question, in paying off his father's debt, then the zakah
that was obligatory on him remains a debt in his liability that does not fall off him until his last breath in his life.
