The questioner : After we stoned the Jamarat al-Aqabah and performed the circumambulation of the Ka'bah, we returned to Mina and slaughtered our sacrificial animals. We wandered around Mina looking for a place to stay, but we found no place until we went out to Muzdalifah, where we set up our tents outside Mina. We sat and slept our nights there. We have heard that it is not permissible for a pilgrim to spend the night outside Mina, and if it is absolutely necessary, the pilgrim must come to Mina, stand in it, and then return to his belongings and tent, and this suffices him. We ask for your guidance. Some of us slaughtered their expiation animals at our location outside Mina. What is the ruling on this slaughter?

The Shaykh : If a person does not find a place in Mina to stay, after thoroughly searching and investigating all of Mina, then in that case, the obligation to spend the night there is lifted from him. However, it is obligatory for him to spend the night in the outermost areas of the people.

The questioner : Yes.

The Shaykh : This means that his tent must be connected to the tents of the pilgrims, even if that is outside Mina, in Muzdalifah, or even beyond Muzdalifah.

The questioner : Yes.

The Shaykh : The important thing is that the tents are connected. The lifting of the obligation to spend the night in Mina does not mean that it is permissible to spend the night in Makkah or in any place one wishes. Rather, we say that it is necessary for the pilgrims to be connected to one another. If Mina is full, they stay and settle beyond Mina, but it is necessary for the pilgrims to be connected to one another, just as we say if the mosque is full of worshippers.

The questioner : Yes.

The Shaykh : They pray in connected rows, even in the streets, and there is no blame on them for that.

The questioner : Yes.

The Shaykh : As for the slaughter in Muzdalifah, slaughter in Muzdalifah, in Makkah, and in Mina is all permissible.

The questioner : Yes.

The Shaykh : Anything within the sacred precinct, the slaughter of the sacrificial animal there is permissible and there is no blame, due to the saying of the Prophet (peace and blessings be upon him)
