Question: If a pilgrim does not find a place to stay overnight in Mina, what should he do? And if he stays outside Mina, is there anything required of him?
Answer: If a pilgrif strives to find a place in Mina to stay overnight during the nights of Mina but finds nothing, there is no blame on him if he stays outside it; because of the saying of Allah (Glorified and Exalted is He) : [Surat al-Taghābun: 16] and there is no expiation on him for leaving the overnight stay in Mina; due to his inability to do so.
