Is wiping over socks like wiping over leather socks?

Machine translationRead the Arabic original
The Shaykh : The Messenger (peace be upon him) wiped over them. Wiping over socks is like wiping over leather socks. When the Wise Lawgiver, through the tongue of His Prophet or by His action, permitted wiping over leather socks and wiping over socks, He did not stipulate any condition except that it be a leather sock or a sock. The conditions mentioned in some books of Islamic jurisprudence, despite the abundance of disagreement among them and between them, do not contain any condition explicitly stated that obligates adherence to it, except for what came in the authentic hadiths in his saying (peace be upon him):
The resident wipes over leather socks for one day and one night, and the traveler for three days and their nights
. This is the only condition that came in the authentic Sunnah. This includes the answer to the last part of the question, which is that the resident is not allowed to wipe without a time limit after the Messenger (peace be upon him) set a limit for him to wipe for one day and one night, and for the traveler for three days and their nights only. Therefore, there has been disagreement among scholars, both ancient and modern. Some of them permit wiping over socks with conditions that, if one were to insist on adhering to them, would cause us to lose this dispensation entirely due to the harshness of the conditions they imposed. For example, they require that the sock be "mun'an'anil" (having a sole), meaning it has a sole at the bottom. Some of them were lenient regarding this condition and did not take it into account, but they required that the sock be thick. And those who stipulated this differed in defining the thickness; some said it is what stands on its own, and others said it is what one can walk on for about half an hour or similar. And so they differed, which indicates that this disagreement is not from Allah (Mighty and Majestic). And this is the text of the Qur'an:
If it had been from [any] other than Allah, they would have found within it much contradiction.
[An-Nisa 4:82]
. And this leads us to remind you that the famous hadith:
The disagreement of my ummah is mercy
has no basis in the Sunnah, and disagreement is not mercy but rather a calamity.
Finally: The path of the investigating scholars ended, after this long and extensive disagreement, to what Imam al-Nawawi mentioned in his great book "Al-Majmu' Sharh al-Muhadhdhab" regarding 'Umar ibn al-Khattab that he wiped over thin socks. 'Umar ibn al-Khattab wiped over thin socks. It is customary to cite such an occasion as evidence that 'Umar ibn al-Khattab is from the Rightly Guided Caliphs, and we have been commanded to follow their example. And here, without a doubt, he is a place of emulation; because there is nothing in the Sunnah that contradicts what Imam al-Nawawi mentioned about 'Umar ibn al-Khattab. Rather, the general permissibility of wiping over socks in the Shari'ah, this generality includes any sock, whether it is thick or thin, whether it is transparent or opaque. Because they, also, among the conditions they emphasized, is that water does not pass through it to the foot. This, also, is one of those conditions. It is sufficient for you to remember with me the saying of the Messenger of Allah (peace and blessings be upon him):
Every conditions that is not in the Book of Allah (SWT) is invalid, even if there are one hundred conditions
Sunan Ibn Majah 2521Sahih (Darussalam)
. And this is clear speech; because any ruling in the Shari'ah that came in a general form, whether it was an obligation or a prohibition or a dispensation, when a person comes and imposes a condition on all of that from his own opinion, he has nullified the ruling from its root.
So if it is said: The Messenger (peace be upon him) granted a dispensation for wiping over socks, then a person comes and says: But with such and such a condition; that it be "cotton" for example, and this has been said, it is of the socks that we no longer wear today, the ones that are hand-knitted at home from thick spun wool. Yes, this is what we want to achieve? It means you do not wipe over socks!! Because he imposed a condition that we cannot now, or it is difficult for us now, to fulfill.
So this condition is not permissible to impose except by command from Allah or from His Prophet (peace be upon him); so as long as no condition has come, we are absolutely, wiping over socks is wiping over leather socks. Praise be to Allah, Lord of the worlds, as He said:
And never is your Lord forgetful -
[Maryam 19:64]
, and as in a hadith whose chain is weak but whose meaning is witnessed by the previous verse:
And He was silent about things
What is the beginning of the hadith?

The questioner : " 'Aid " :
Indeed, Allah
.

The Shaykh:
Indeed, Allah has prescribed obligations, so do not neglect them, and He has set limits, so do not transgress them, and He has been silent about some things out of mercy for you, so do not ask about them
. Yes?

The questioner :
Not out of forgetfulness
.

The Shaykh :
So do not ask about them or do not investigate them
.
So these conditions, if Allah (Mighty and Majestic) had wanted them to be prescribed for His servants, He would not have forgotten them, but rather He would have legislated them. So as long as He has not legislated them, we are on the absolute dispensation. And the best book compiled on this topic specifically regarding wiping over socks and the conditions that were mentioned in it is the bookThe Shaykh : by Jamal al-Din al-Qasimi, which is "Wiping over Socks"; so it is in fact a book that collected the opinions of the scholars and discussed them with a discussion accompanied by knowledge and jurisprudence. And I commented on it and authenticated it and added an appendix at the end in which I clarified some rulings that are also important for the one who acts upon this dispensation, which is the issue of when wiping begins and when it ends; so whoever wishes to expand should refer to this treatise.
