The Shaykh : Whoever is able to... ability is obligatory, meaning every ruling in the Shari'ah is contingent upon and tied to ability. As for obligations... one who lacks ability is not obligated. For example, Hajj, which is one of the pillars of Islam, it is known that Allah (Mighty and Majestic) said regarding it in the Qur'an:
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a way وَلِلَّهِ عَلَى النَّاسِ حِجُّ الْبَيْتِ مَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلًا
[Ali 'Imran 3:97]

offer prayer in standing condition; if you are unable to do so, then in sitting condition: if you are then at your side صلِّ قائمًا ، فإن لم تستطع فقاعدًا ، فإن لم تستطع فعلى جنب

. Therefore, every obligation is tied to ability, so one who is unable is not obligated; the lack of ability means the lack of the ruling. This is a fundamental condition for all obligations and duties, and therefore jihad in the path of Allah.
