Ibn Hibban narrated it in his "Sahih," and it is in Muslim with its meaning in a later hadith that will come, if Allah wills.

And it seems that the intended meaning of this phrase is that this world is what diverted them and occupied them from obedience; whether it was complete obedience, and that is a description that applies even to the believers who fell short in fulfilling their duty toward their Lord, or whether the obedience was completely deprived, which is a complete description for the disbelievers; in that case, their heedlessness would be very deep, such that they were blind even to the most obvious and apparent of truths, which is faith in Allah and His Messenger.
Therefore, we should take a lesson from this hadith that this world is a cause of heedlessness from the obedience of Allah (Mighty and Majestic); either a little or a lot, each according to his measure.

إِذْ قُضِيَ الْأَمْرُ وَهُمْ فِي غَفْلَةٍIn this world
