Answer: Every surah of the Qur'an begins with "In the name of Allah, the Most Merciful, the Compassionate" except for Surat al-Tawbah,And the scholars have answered this with two answers:

First: Surat al-Tawbah completes Surat al-Anfal, and therefore it did not begin with "In the name of Allah, the Most Merciful, the Compassionate" because it completes Surat al-Anfal.

The second opinion: The Basmalah did not precede Surat al-Tawbah because it is a surah in which jihad and fighting the disbelievers are mentioned, and in which the warning to the hypocrites and the exposure of their disgrace and shame are mentioned. "In the name of Allah, the Most Merciful, the Compassionate" is brought for mercy, and this context involves the mention of jihad and the description of the characteristics of the hypocrites. This is not a place of mercy, but rather a place of warning and intimidation.
