The Shaykh’s advice to the people of Somalia regarding how to establish a Muslim state.

The Shaykh : We do not exclude any people, nor any government that rules a people who raise themselves upon the Book of Allah and the Sunnah of the Messenger of Allah (peace and blessings be upon him). This upbringing helps them to respond to His saying (Blessed and Exalted is He):
and do not be of those who associate others with Allah (32) [Or] of those who have divided their religion and become sects, every faction rejoicing in what it has. وَلَا تَكُونُوا مِنَ الْمُشْرِكِينَ * مِنَ الَّذِينَ فَرَّقُوا دِينَهُمْ وَكَانُوا شِيَعًا كُلُّ حِزْبٍ بِمَا لَدَيْهِمْ فَرِحُونَ
[Ar-Rum 30:31-32]
; therefore, in my belief, there is no way of salvation for these scattered Muslim people, scattered in the lands of the world, except by returning to what the Messenger (peace be upon him) did in his upbringing of his Companions and the establishment of his state. Here we come to a Salafi phrase:
"And all good is in following those who came before, and all evil is in innovating what those who came after have introduced."
How did the Messenger of Allah (peace and blessings be upon him) establish his state in the Blessed City? He established it after a long struggle with the polytheists among whom he grew up in Makkah, and then in Madinah when he migrated there. The Messenger of Allah (peace and blessings be upon him) began, above all else, by calling people to worship Allah alone, having no partner with Him, and to follow what Allah revealed to Him of His legal rulings. He raised those who responded to his call with a correct Islamic upbringing. Those who wish to establish a Muslim state and appoint a Muslim ruler who judges between them by what Allah has revealed, their path is not to conduct such an imagined election as mentioned earlier, nor to form parties and groups. Rather, they must all return to studying the Book of Allah and the hadith of the Messenger of Allah (peace and blessings be upon him), and raise themselves upon that, until the hearts respond and the souls become pure, and the people become as he (may Allah’s prayers and blessings be upon him) said in the authentic hadith:
The believers in their mutual love and mercy are like one body; if one part of it complains, the rest of the body responds to it with sleeplessness and fever. مثل المؤمنين في تواددهم وتراحمهم كمثل الجسد الواحد ؛ إذا اشتكى منه عضوٌ تداعى له سائر الجسد بالسَّهر والحمَّى
. If the Muslims do not become one body, they will have no success, no life, no state, and no ruler over them. Therefore, we advise—and this may be the answer to some of the recorded questions I looked at in the past—we advise our brothers in Somalia and in all lands of Islam not to repeat upon us a recent fitnah, which is in the land of Algeria. Let them not rise up and fight one another in the path of seizing power. Rather, we advise our sincere, earnest brothers who are with us in following the Book and the Sunnah and the methodology of the righteous predecessors to withdraw, as mentioned in the hadith of Hudhayfah ibn al-Yaman, from all those groups, even if they were to bite on the trunk of a tree. Let them stay in their homes, not be partisan for these over those, nor for one tribe over another. Rather, let them focus on knowledge and the upbringing of themselves first, and then of those who take refuge with them second, and so on, until the circle of education and upbringing expands, if Allah wills, until Allah (Mighty and Majestic) permits this people and others who take hold of the legal and cosmic laws of Allah, among which is His saying (Blessed and Exalted is He):
Indeed, Allah will not change the condition of a people until they change what is in themselves إِنَّ اللَّهَ لَا يُغَيِّرُ مَا بِقَوْمٍ حَتَّى يُغَيِّرُوا مَا بِأَنْفُسِهِمْ
[Ar-Ra'd 13:11]
. I do not believe that the parties existing in Somalia are better than the parties existing in lands other than Somalia. All of them, except for a very few individuals, have not benefited from this Qur’anic text:
Indeed, Allah will not change the condition of a people until they change what is in themselves إِنَّ اللَّهَ لَا يُغَيِّرُ مَا بِقَوْمٍ حَتَّى يُغَيِّرُوا مَا بِأَنْفُسِهِمْ
[Ar-Ra'd 13:11]
. If we truly wish to establish a Muslim state, we must follow the methodology of the Prophet (peace and blessings be upon him) in establishing the Muslim state. The first of that is knowledge
So know that there is no deity except Allah فَاعْلَمْ أَنَّهُ لَا إِلَهَ إِلَّا اللَّهُ
, and the most important knowledge is tawhid (the oneness of Allah), as this noble verse indicates. I believe that the parties in all lands of Islam, except for one party, do not ever concern themselves with making these people, these Muslims, understand the creed of tawhid (the oneness of Allah) which this noble verse encompasses: "There is no deity but Allah"
So know that there is no deity except Allah فَاعْلَمْ أَنَّهُ لَا إِلَهَ إِلَّا اللَّهُ
. To this we call our Somali brothers: to unite around knowledge and righteous action, and not around groups, parties, and tribes. And we ask Allah for success for us and for them.
And peace be upon you, and the mercy of Allah and His blessings.
