What are the paths leading to the establishment of an Islamic state? (Clarifying that the most important path to this is focusing on the oneness of Allah)

Al-Halabi : My Shaykh, several questions were submitted, so I chose one that may be on the minds of many young people, especially amidst the differences and conflicts between groups and scholars and the like. Although we have heard the answer to it repeatedly and often from you, my professor, due to our proximity, we would like to hear this compilation as well, perhaps there is added benefit in it, if Allah wills?
The Shaykh : If Allah wills, may Allah reward you with good, may Allah honor you.
The questioner : May Allah bless you, he says:The questioner : Regarding the topic raised in the session about the Sunnah, as you know, one of the greatest Sunnahs by which the Messenger of Allah (peace and blessings be upon him) was guided was the establishment of the Islamic state. It is well known that the Messenger of Allah (peace and blessings be upon him) worked on parallel lines to reach this goal. In the present age, we see some of our scholars and some Islamic groups focusing on certain matters and believing that through them they may reach this goal, such as da'wah (calling to Islam) alone, or knowledge alone, or politics alone, and so on. Do you not see that building groups on such limited foundations cannot reach that noble goal? Please clarify your opinion on the paths by which this goal can be reached, and may Allah reward you with good.
The Shaykh : By Allah, this question, as you pointed out, is raised often, and we have answered it often. We, OThe questioner : or OThe questioner : we launch our da'wah from the Book of our Lord and from the authentic Sunnah of our Prophet, and this launch stems from our certain conviction, not speculative, that the best guidance is the guidance of Muhammad (peace and blessings be upon him and his family). Those who are concerned today with establishing the Muslim state, no one disagrees with them on the obligation of establishing the Muslim state, but they may disagree on the method of establishing the Muslim state. We believe that the path taken by the Messenger of Allah (peace and blessings be upon him and his family) to establish the Muslim state has no alternative, and it is not permissible for an individual or individuals, or a group or groups, to adopt a path other than the path of the Messenger (peace be upon him) to achieve this obligatory matter, which is the establishment of the Muslim state. I think there is no disagreement on this; I do not imagine that a Muslim who has been given at least some scientific and Shari'ah knowledge would debate this issue, which is that the path taken by the Messenger (peace be upon him) until he established the Muslim state in the Blessed City is the obligatory path to be followed, and there is no path other than it. No one debates this. Based on this, I proceed to answer the question. I say: What did the Prophet (peace and blessings be upon him and his family) do? What was the first thing he addressed and called people to as a first step to lay the basic core for establishing the Muslim state? We believe, and I hope there is no one who disagrees with what we believe, that the first thing the Messenger of Allah (peace and blessings be upon him) called his people to was to worship Allah and avoid taghut (false deities), meaning to worship Allah alone, having no partner for Him. I do not want to elaborate too much; I want to stop at this point. Now, we turn the subject of the question into a question for those who are concerned, and I hope the brother sitting in the corner, and there are secrets in the corners, what is drunk with the left hand, the point is that the Messenger (peace be upon him) began his da'wah with tawhid (the oneness of Allah), and I think we must conduct a calm discussion, and it is fine if it is broad, on this point that you will hear. I believe that most da'wah workers, and the most enthusiastic and earnest of them for establishing the Muslim state, do not call to tawhid. This is a major issue, and I know it. So if there is one or more questioners, I hope that either you acknowledge this fact so I can proceed with my speech, or we stop there to see whether we are wrong or they are wrong? We say that those who are concerned with establishing the Muslim state, the first basic pillar or the first brick of this towering structure, after they have laid it out, we believe, and the evidence is that we differ with them when we investigate the tawhid of Allah the Exalted, and the meaning of "La ilaha illa Allah" (There is no deity but Allah) with which our Prophet (peace and blessings be upon him) was addressed in His saying: , this tawhid is divided into three categories according to the scholars: tawhid al-rububiyyah (oneness of lordship), tawhid al-'ibadah (oneness of worship), and tawhid al-sifat (oneness of the attributes). We do not find among these da'wah workers that they call the general Muslims, and especially their special group who want to establish the Muslim state, we do not see them knowing of the testimony anything other than uttering it. As for its meaning, that you believe that Allah, as He is One in His essence, is One in His worship and One in His attributes, this is something they deny. More than that, they deny those like us who are concerned with correcting this 'aqidah (creed), correcting this sweet word, saying: "Until when will you be busy with this field and not concerned with establishing the Muslim state?" We reverse the topic completely and say: We, who are concerned, are like a person who wants to build a palace, and another person shares this desire with him, but the first one walks in it like a turtle, meaning the first thing he did was buy the land, then he started collecting stones to lay the foundation, and so on; the matter does not need detail. As for the other, you hear nothing from him but a long, broad plan: the land must be this size, it must be in such a region, the rooms must be such, and so on, and we are still just hearing talk, as the old Bedouin said: "I hear the noise but I do not see the grinding." As for the first simple man who is walking slowly, he actually bought the land, but there is still a long job ahead of him. When will you build this palace? We will be ahead of you because you have done nothing, even the land on which you want to establish your palace and towering structure, after you have created it, I mean and I use the land here as a metaphor for the people, who will be able to establish the Muslim state and will be prepared if the rulings of this Muslim state are imposed on this people. Why? Because he has laid the foundation and prepared them to accept this ruling, which is the ruling of Allah Blessed and Exalted is He. If tawhid is the foundation of all Islam, and whoever does not make Allah One as Allah willed and as the Messenger of Allah willed, his good deeds will not benefit him at all, because Allah the Exalted says in the Noble Qur'an, addressing the Prophet (peace and blessings be upon him), but He is addressing us in the person of the Prophet, He says: [Az-Zumar 39:65] .
The Shaykh : If Allah wills, may Allah reward you with good, may Allah honor you.
