The ruling on slaughtering the sacrificial animal and leaving it until the municipality burns it

Machine translationRead the Arabic original
Most pilgrims slaughter their sacrificial animal and then leave it in the place where they slaughtered it without distributing it. The municipality takes it and throws it in the incinerator. What is the ruling on this?
It is obligatory for the one who slaughters the sacrificial animal to deliver it to its people;because of the saying of Allah the Exalted:
So eat of them and feed the miserable and poor.فَكُلُوا مِنْهَا وَأَطْعِمُوا الْبَائِسَ الْفَقِيرَ
[Hajj:28] ,
then eat from them and feed the needy and the beggarفَكُلُوا مِنْهَا وَأَطْعِمُوا الْقَانِعَ وَالْمُعْتَرَّ
[Hajj:36] , and the fact that he slaughters it and then throws it to be burned does not absolve him of the obligation. He must compensate for it, giving in charity in Makkah the minimum amount that can be called meat, such as a kilogram or the like.
