The honorable Shaykh! What is the ruling for one who does not reach Muzdalifah until after the sun has risen due to the crowd?
Some scholars said: He owes nothing, because he feared Allah as much as he was able and was unable to reach Muzdalifah, so the obligation is dropped from him.
And some of our scholars said: He owes a fidyah (ransom payment) for leaving the obligatory act, but he has no sin upon him because he was unable to do it. The fidyah is a camel in place of this obligation, and it is slaughtered in Makkah and distributed to the poor. If the person is well-off, this is easy for him and is part of the perfection of his Hajj. If he is in difficulty, he owes nothing.
