The questioner : Your Eminence, what is the ruling for one who did not reach Muzdalifah until after the sun had risen because of the crowd?

The Shaykh : Some of our scholars said: He owes nothing, because he feared Allah as much as he was able, and he was unable to reach Muzdalifah, so the obligation is dropped from him.
And some of our scholars said: He owes a fidyah (ransom payment) for leaving the obligatory act, but he is not sinful, because he was unable to do it. The fidyah is a substitute for this obligation, and it is slaughtered in Makkah and distributed to the poor. If the person is well-off, this is easy for him and is part of the perfection of his Hajj. If he is in straitened circumstances, he owes nothing.
