Entering the state of ihram is the intention. Therefore, as long as he has not formed the intention, even though he is wearing the clothes of ihram, there is no prohibition on him: no hunting, no perfume, no cutting of hair, no intercourse with his wife, and nothing else until he forms the intention. If he forms the intention, even in his house, he becomes one in the state of ihram.
