The Shaykh : And it is not permissible for there to be groups. And when the community becomes Muslim, I do not imagine that rising up is obligatory, because the ruler will be among them and one of them. You know the common proverb that says: "The worm of vinegar is in it."

The Shaykh : Yes, heh, it is not permissible to rise up. What we see today is not permissible, absolutely not. Because first: it is not a community that has been pledged allegiance to by all the Muslims; rather, it is parties and blocs. And this partisanship and this bloc-building alone is sufficient to be a violation of His saying (Glorified and Exalted is He):
and do not be of those who associate others with Allah (32) [Or] of those who have divided their religion and become sects, every faction rejoicing in what it has. وَلَا تَكُونُوا مِنَ الْمُشْرِكِينَ " مِنَ الَّذِينَ فَرَّقُوا دِينَهُمْ وَكَانُوا شِيَعًا كُلُّ حِزْبٍ بِمَا لَدَيْهِمْ فَرِحُونَ
[Ar-Rum 30:31-32]
So how would the matter be if a group from these groups rose up against the ruler, even if he rules by other than what Allah has revealed? The rising up that is permissible by the consensus of the scholars is when we see from the disbeliever or the ruler a clear disbelief. But even then, those who rise up are the scholars of the Ummah, its righteous people, and its bloc that gathers the Muslims around them, not scattered groups here and there from all the countries. For example, in Algeria there are people, in Egypt there are people, in Saudi Arabia there are people. This is the reprehensible division forbidden by the Shari'ah.
