He should intend this second one as a voluntary one. If it turns out that the first one was performed in a manner that Allah does not approve of and does not accept, then the second one becomes the obligatory one.
On this occasion, I would like you to urge people—and we are now close to the time of Hajj—to learn the rulings of Hajj before they perform it. This is because some people go with the pilgrims, saying what people say and doing what they do, without knowing what the meaning is. Then, when they return and ask, they find that they have neglected many things. In fact, some people—and may Allah protect us from that—are found to have neglected their Hajj ten years ago, and then they come to ask. Or they neglected their Hajj in the past year and then come to ask after six or seven months. This is a mistake. The important thing is that you urge people to learn the rulings of Hajj before they perform it.
