Your Eminence! Regarding children who do not know how to pray properly, who look around, or who bow but do not prostrate with the imam, is it permissible to remove them from the row, or should they be left as they are?
If the young children cause harm, they are to be removed; however, their removal should not be done by scolding or shouting at them.
Rather, it should be done by contacting their guardians,And it is said: saying, "So-and-so, your son or brother is disturbing us," so that his guardian keeps him away from the mosque. You know that if you shout at this boy, he will be upset and will hate the mosque and hate attending it. Perhaps his guardian will also have something against you in his heart. But if you approach the matter through the proper channel, it will be better. As for if the boy does not cause any harm, neither by his words nor his actions, then it is not permissible to remove him from the mosque, nor to move him from his place, even if he is in the front of the row to another place. Rather, he remains in his place, even if he is behind the imam. This is because whoever precedes others to a place that no one else has preceded them to has the strongest right to it. And the Prophet (peace and blessings be upon him) forbade a man from making his brother move from his place and sitting in it.
Some scholars have held the view that it is permissible to move the young children from the first row to the second row. If adult men arrive, they move them from the second to the third, and so on, until they are at the back of the mosque, based on the saying of the Prophet (peace and blessings be upon him and his family): "Let those of you who have reached maturity and wisdom stand next to me." "Those who have reached maturity" means those who have reached adulthood.

And "wisdom" means: The people of sound judgment. However, there is a consideration regarding using this hadith as evidence for this issue, because when the Prophet (peace and blessings be upon him and his family) said: "Let those of you who have reached maturity and wisdom stand next to me," he intended thereby to encourage these people to move forward so that they would stand next to the Prophet (peace and blessings be upon him and his family). If the intention had been to drive the young children out of the first row or the like, he would have said: "Let not those of you who have reached maturity and wisdom stand next to me,"If the wording of the hadith were: "Let not those of you who have reached maturity stand next to me,"We would say: which would be a prohibition against the young children or the insane standing next to him, and they would be moved to another place.
Furthermore, moving the young children from the front rows until they are in the last row is something that increases their hatred of the mosque and the people of the mosque, and it also increases their disturbance. If they are in a single row, their disturbance and noise increase, unlike if they are scattered among the people.
Yes, if we suppose that there are boys next to you and you fear that they will misbehave, there is no harm in separating them, in order to ward off the harm that is feared.
