The Shaykh : But if you are tested by a person who comes to you and says, "Give me from the zakah, for I am entitled to it," do you believe him and give him from the zakah?
You look into the matter. If you are inclined to believe that he is telling the truth, give him. If you are inclined to believe that he is lying, do not give him. If you are ignorant and uncertain whether he is entitled or not, give him after informing him that a wealthy person or a strong person who earns a living has no share in zakah. This is why two men came to the Messenger of Allah (peace and blessings be upon him) asking for charity. He (peace and blessings be upon him) looked at them and found them to be robust, meaning strong. He said:
If you wish, I will give to both of you. إن شئتما أعطيتكما
