Ruling on giving zakah to one who is likely to be among those entitled to it

Machine translationRead the Arabic original
Q196: The questioner Abu Anas from Jeddah Province asks: Is it permissible for a person who believes he is in need of zakah, while I know that his need is not pressing, for me to give him from the zakah?
A196: If you have not verified their need for financial support, or for a debt they owe that they are unable to repay, or if it is more likely in your opinion, or if you trust them—if you trust them to be people of integrity—then give them from the zakah if they are unable to provide for their expenses or to repay the debt.
