The obligation of fidyah on one who cuts his hair from one side during 'Umrah

Machine translationRead the Arabic original
Praise be to Allah; we praise Him, seek His help, and seek His forgiveness. We seek refuge in Allah from the evils of our own souls and from the evil of our deeds. Whomsoever Allah guides, none can misguide, and whomsoever He leaves to misguide, none can guide. And I bear witness that there is no deity worthy of worship except Allah alone, with no partner, and I bear witness that Muhammad is His slave and His Messenger. May Allah send blessings and peace upon him, his family, his Companions, and those who follow them with excellence until the Day of Judgment.

To proceed: This is the seventy-eighth session of the Open Door series, and we ask Allah, Glorified and Exalted is He, to make it a source of good and blessing. This session takes place every Thursday of the week, and this is the Thursday corresponding to the fourteenth of the month of Jumada al-Akhirah.
A person went for 'Umrah and cut his hair from one side only. Does he have to offer a sacrificial animal or not?
For the one who went for 'Umrah and cut his hair, the shortening must cover the entire head. It is incorrect to cut from one side, or from two sides, or from three, or from four. The shortening must be comprehensive of the whole head. For this reason, we see that if a person uses these electric clippers or the like, the intended result is achieved. One should check if the shortening covers most of the head; if so, that is sufficient. Otherwise, he owes a fidyah, which he must slaughter in Makkah and distribute to the poor.
