Then Allah the Exalted said:

So what is [the matter] with them [that] they do not believe,

فَمَا لَهُمْ لا يُؤْمِنُونَ

[al-Inshiqaq:20] (So what is it) What prevents them from believing?As Allah the Exalted said:

And what [harm would come] upon them if they believed in Allah and the Last Day and spent out of what Allah provided for them?

وَمَاذَا عَلَيْهِمْ لَوْ آمَنُوا بِاللَّهِ وَالْيَوْمِ الْآخِرِ وَأَنْفَقُوا مِمَّا رَزَقَهُمُ اللَّهُ

[Al-Nisa: 39] What prevents them from believing? And what would harm them if they believed?The believer from the family of Pharaoh said:

Do you kill a man [merely] because he says, 'My Lord is Allah' while he has brought you clear proofs from your Lord? And if he should be lying, then upon him is [the consequence of] his lie; but if he should be truthful, there will strike you some of what he promises you

أَتَقْتُلُونَ رَجُلاً أَنْ يَقُولَ رَبِّيَ اللَّهُ وَقَدْ جَاءَكُمْ بِالْبَيِّنَاتِ مِنْ رَبِّكُمْ وَإِنْ يَكُ كَاذِباً فَعَلَيْهِ كَذِبُهُ وَإِنْ يَكُ صَادِقاً يُصِبْكُمْ بَعْضُ الَّذِي يَعِدُكُمْ

[Ghafir: 28] So what is upon a person if he believes?Therefore, He said, rebuking them:

So what is [the matter] with them [that] they do not believe,

فَمَا لَهُمْ لا يُؤْمِنُونَ

[Al-Inshiqaq: 20] .
