Exegesis of His saying, the Exalted: (Except for he who turns away and disbelieves)

Allah the Exalted said:
(23) However, he who turns away and disbelieves - (24) Then Allah will punish him with the greatest punishment.إِلَّا مَنْ تَوَلَّى وَكَفَرَ * فَيُعَذِّبُهُ اللَّهُ الْعَذَابَ الْأَكْبَرَ
[al-Ghashiyah: 23-24] The scholars said: (Except) here means: but,Meaning: that the exception in the verse is disconnected and not connected, and the difference between the connected and the disconnected is that in the connected one, the excepted item is of the same kind as the main subject, while in the disconnected one, it is foreign to it -for example-If we said: if it were connected, the meaning of the verse would be: I am not a controller over them except for he who turns away and disbelieves, so you are a controller over them, and that is not the case,Rather, the meaning is: but he who turns away and disbelieves after you have reminded him, Allah will punish him with the greatest punishment, so whoever turns away and disbelieves after the revelation sent down upon the Messenger of Allah (peace and blessings be upon him) has reached him, he will be punished
Except for he who turns away and disbelievesإِلَّا مَنْ تَوَلَّى وَكَفَرَ
[al-Ghashiyah: 23] .

Turning away means: turning away, so he does not turn toward the truth, nor does he accept the truth, nor does he hear the truth, even if he hears it with his ear, he does not hear it with his heart, as Allah the Exalted said:
(20) O you who have believed, obey Allah and His Messenger and do not turn from him while you hear [his order]. (21) And do not be like those who say, "We have heard," while they do not hear.يَا أَيُّهَا الَّذِينَ آمَنُوا أَطِيعُوا اللَّهَ وَرَسُولَهُ وَلا تَوَلَّوْا عَنْهُ وَأَنْتُمْ تَسْمَعُونَ * وَلا تَكُونُوا كَالَّذِينَ قَالُوا سَمِعْنَا وَهُمْ لا يَسْمَعُونَ
[al-Anfal: 20-21] meaning: they do not submit.

Here, the Mighty and Majestic says:
Except for he who turns away and disbelievesإِلَّا مَنْ تَوَلَّى وَكَفَرَ
[al-Ghashiyah: 23] Turned away: turned away,Disbelief means: meaning: he was arrogant, and did not accept what the Messenger (peace and blessings be upon him) brought,
Then Allah will punish him with the greatest punishment.فَيُعَذِّبُهُ اللَّهُ الْعَذَابَ الأَكْبَرَ
[al-Ghashiyah: 24] on the Day of Resurrection,Allah the Exalted said:
And we will surely let them taste the nearer punishment short of the greater punishmentوَلَنُذِيقَنَّهُمْ مِنَ الْعَذَابِ الْأَدْنَى دُونَ الْعَذَابِ الْأَكْبَرِ
[al-Sajdah: 21] and the greatest punishment is on the Day of Resurrection,And here he said: the greatest, and He did not mention what it is greater than,Meaning: He did not say: the greatest of such and such, so he has reached the limit of arrogance, hardship, and humiliation -may Allah protect us- whoever turns away and disbelieves, Allah will punish him with the greatest punishment.
